Appearance
He wears two different sets of clothing. His first, is a disguise. Usually a white robe, and a pair of cross-stitched gloves. The other set is more devious. He has a dark hood over his face, and a dark robe to match it. He carries a large staff on his back.

You may think he is all fun and dandy, but he is not. He will trick you into coming with him to an area barren from life. There, he should attempt to capture you, and ransom you off. He wishes no harm. Most of the time.
History
At a very young age, the mother of Eugene had given him away to an orphanage. She did not think that she could afford this baby. Giving him to the orphanage may not have been the best choice, but it was the one that she decided to choose. She left him at the orphanage with only the name Eugene.
Not too long later that year, a couple of teenage Humans decided that they wanted a kid. The female teenager already had one miscarriage, and so gave up hope quickly, and decided to visit an orphanage. They gladly took in Eugene. But what they did not expect was the hard work of caring for a baby.
They quickly became frustrated with the urge that the growing child had for tinkering. I mean why is it that he has to get into that profession? The parents wanted him to become instead a blacksmith. They expected too much from a small Gnome. Especially from a Gnome, who's only love was for tinkering.
Eugene had lived very unsettled for the rest of his life. He lived in Stormwind. His father wanted him to sit down, shut up, and take notes (Basically) on blacksmithing. Eugene did not want this, of course. He wanted an exciting life. Tinkering was his specialty, though his father did not want him to tinker. He believed that tinkering was a waste of time, and would lead him to a dead end job. And so, since his father had learned no other way from his father, he beat Eugene to tears. Eugene could do nothing, even as he pleaded for his mother to stop him from it. His mother was too afraid of the father to help her only son. He hated her for not helping. He hated his father for beating him. He hated everyone.
And so he continued to tinker in his own privacy of his room. He had a design for a glove called the "Lightpalm". This device contained an iris on the palm, and opened, showing a bright light design to help miners, and all others alike. He would work on it in the middle of the night, running out to the junk yard for supplies. He had almost completed his first prototype, when the device made a loud whirring noise, waking the father. He locked Eugene in a rabbit cage for two days. It was a bad move, as of those days, Eugene plotted his revenge.
He ran away from his home one night, carrying the designs for the "Lightpalm" device. He tinkered with the wiring. Once completed, he would be able to generate so much shock, that it would stop the heart instantly. And so he came back to his house while everyone was sleeping, and killed his parents. He ran away from the home once more, to stay away in the mountains of Loch Modan. After killing the inhabitants of the cave, he stayed there, and hunted for food, and fetched his own water. He had become so pleased with the adrenaline he acquired when he killed his parents, that he began doing it to others.
Eugene would go down to the cities, and lure people into his cave. He would then kill them. After the "Lightpalm" prototype broke, Eugene was obligated to use more inhumane approaches to killing his victims. But then he realized how much people payed for these people to come back. Eugene sprouted an idea. Why not demand ransom? He would gain over five-hundred gold a week. He was liking this, and so continues to do this.
He had become bored of the same routine over and over again. He had taken an interest of frightening his victims and training on them using magic. He would keep them enclosed with chains, and then proceed to train on the victims. He has not yet mastered the arts of the Magi, and so continues to train on his victims.
